Governors in dilemma over roles transfer

Governors were on Sunday in the dark after the Transition Authority failed to gazette a notice detailing the transfer of functions to counties.
Secretary of Governors’ Council and Bungoma Governor Kenneth Lusaka said the Transition Authority was expected to publish the notice on Friday but failed to do so for unexplained reasons.
“They were to publish the gazette notice on Friday but they have not done so, I need to find out why this was not done,” he said.
Ordered to withdraw
Transitional Authority chairman Kinuthia Wamwangi could not be reached to explain why the notice was not published.
Last week, a meeting between Deputy President William Ruto and the governors ordered the Transitional Authority to withdraw a gazette notice detailing the transfer of functions to 13 counties and publish a new one covering all the 47 counties.
The government also surrendered control of the contentious Sh27 billion meant for construction of roads in counties.
The meeting agreed that functions currently undertaken by Rural Electrification Authority that can be comfortably handled by county governments should be immediately transferred.
